- Call to order: The meeting was called to order at 3:40 p.m. by President Derrick Dasenbrock.
- Approval of Agenda: A motion was made to accept the agenda by Vice President Steve Kordosky. 2nd by Vice Director Forrest Hasty. Motion approved by voice vote.
- Insurance Proposals – Dana Wheeler
The state introduced a 5-tier concept (employee, employee + spouse, employee + children, employee + spouse + children, under age 65 spouse of retired employee) for health insurance premiums to replace the current 2-tier (employee only, family) that will become an employer proposal in bargaining. The following insurance proposals were discussed:
Allow use of sick leave for care of dependent children when the child’s day care provider is closed, sick or on vacation and for care of dependent children when schools close.
Allow some amount of sick leave to be cashed out to be used of health improving events, classes, equipment.
Allow state employees use of state educational fitness centers.

Steve testified on House File 1863 before the House Government Operations Committee.
- President’s Report
Derrick announced he’s scheduled a meeting with Jodi Mathiason, MnDOT Labor Relations, Steve Kordosky, MGEC CP, and himself for this week to discuss the new draft guidelines MnDOT created pertaining to overtime and the Fair Labor Standards Act.
Derrick shared with the group that District 6 (Rochester) has estimated a charge of $945 – $1,100 to respond to item #3 of the MGEC data request. MGEC will proceed with the request for the other items and Derrick will set up a meeting with the District Engineer to discuss item #3 and the grievance for meal reimbursement.
- Bargaining Timeline & Proposals – Dana Wheeler
Dana Wheeler outlined a condensed schedule of dates in September for bargaining the successor agreement. The Board made several recommendations for MGEC proposals for a 2019-2021 Agreement with the State of Minnesota.
- Adjourn: A motion was made to adjourn by Vice President Steve Kordosky. 2nd by Director Rachel Broughton. Passed by voice vote at 7:25 pm.
