Secretary’s Report – Review & Approve Past Minutes (Benton Campbell)
- February 27 Minutes
Laura Lyons proposes two minor clarifications, correcting a spelling error and rearranging a section of the executive director’s report for clarity. These edits were accepted. Fernando Nacionales moves to approve the minutes as edited, Mary Kloos seconds. Motion Passes.

- Committee reports
- Membership Committee: Met week of 3/20, membership update will be sent out this week. Committee assigned new MGEC-eligible employees to board members for outreach.
Treasurer’s Report (Laura Lyons)
- Monthly Financial Report
- Mark TI asks about accounting adjustment on February budget and expenses sent out by Dana Wheeler. Dana Wheeler will follow up.
- Mark TI asks about line item for legal services, this was a bill from a December meeting with Jim Michels and the executive committee.
- Fernando Nacionales asks about audit schedule, this year is slotted for an internal audit in June. Corey Mathisen notes that the external audit did not occur last year. Fernando Nacionales notes that to comply with bylaws, MGEC needs to complete a CPA-audit this year. Fernando Nacionales suggests MGEC complete an external audit to cover FY22-FY23. Dan Sullivan directs the finance committee to meet and begin planning an external audit before next board meeting.
Executive Director’s Report (Dana Wheeler)
- Annual Meeting
- Scheduled for September 28, the same date as the golf tournament. This save-the-date will be communicated to members in the next membership update. More specific information will be communicated to members as the date approaches.
- Legislative Contract approval
- MGEC contract passed the House on 3/2/23, was read in the Senate on 3/6/23. Relevant Senate Committee recommended passage. Dana Wheeler is unsure of the specific date this bill will be voted on. Different governors have handled non-passage differently. Dana Wheeler is optimistic that the contract is not being used as a bargaining chip, so likely to be approved.
- Letters of Expectation
- MGEC has concerns about some LOEs from MnDOT. These letters have been vague or contradictory to position descriptions. There is an example in the current MGEC contract
- MDH Supplemental Agreement
- MDH requested a meeting with MGEC, which has been scheduled for May 16th. Topic has not been communicated yet.
- Bargaining Reopener & Dates
- MGEC officially requested to reopen contract negotiations in the 3rd week of July and 2nd and 3rd week of August. Employer will likely know the AFSCME and MAPE economics by these dates, and could be able to provide a full proposal. Likely a membership survey in May to determine priorities of MGEC members in this bargaining cycle.
- June – Dana Wheeler may be taking time assisting parent in recovery from surgery; and working as needed.
