Secretary’s Report – Review & Approve Past Minutes (Benton Campbell)
- April 24 Minutes
- Change “August” to “April”
- Minor update to executive committee meeting, they are seeking additional information prior to a recommendation to the board.
- Updated dates to include the official bargaining dates.
- Fernando moves to approve as edited, Carroll seconds. Motion passes.
President’s Report (Dan Sullivan)
- Committee reports
- The Executive Committee met to work on updating contracts for MGEC staff/contractors. No documents finalized to share with the board.
- The membership committee met, will discuss their updates during Donna’s updates.
- Treasurer resignation
- Laura has accepted a job with Department of Commerce in a MAPE-represented position, so will resign from the board on May 23, 2023, her final day in an MGEC-represented position.
- Eligible replacements are any full member of MGEC. The board discussed that often, it is easiest to have an existing board member fill this role. This position’s term ends at the end of this calendar year (2023). Heather Gardner expressed interest in the vacancy.
- Fernando moves to appoint Heather Gardner (MnDOT) to fill the vacancy through the end of the term. Mike Rude seconds. Motion passes.
Treasurer’s Report (Laura Lyons)
- Monthly Financial Report
- Dana Wheeler will send the first draft of the proposed fy24 budget to the board in the coming days.
- Resignation – the board may appoint a replacement.
- Laura Lyons will meet with incoming treasurer Heather Gardner to discuss specifics of the position and finance committee.
Executive Director’s Report (Dana Wheeler)
- Legislative Update
- MGEC contract and 2 MOUs were passed by MN House and Senate. The bill will go to the governor’s desk for signature.
- A bill removing the requirement that labor contracts be approved by the legislature passed. As soon as the union ratifies a contract agreed upon with MMB, it now takes effect. The legislature may still write bills to challenge contracts or MOUs, but the onus is now on the legislative branch.
- Negotiations Survey – response summary
- Discussed and reviewed results which were sent to board members prior to the meeting.
- MGEC FY24 Budget Draft
- Will be sent to the board shortly.
- Website transition to Javelin
- Moving from Nexcess to Javelin, staff negotiated a discount so the cost will be the same cost as we paid BizzyWeb.
- Bargaining
- MGEC next steps: MGEC bargaining team will meet soon to put together proposals prior to July 18th opening meeting with MMB.

- Committee determining what point to stop reaching out to those whose status is Represented, Non-Member (RNM).

Corey moves to include staff/contractor monthly sick, vacation, and comp time (as applicable) accrual, balance, and use in the board packet for review by board members each month and as a record. Laura Lyons seconds. Motion Passes.
