MGEC Special Board Meeting 8.1.22

Meeting called to order by Corey Mathisen at 4:05 PM. Bargaining team came to a tentative agreement on Friday with employer.

  • 5% ATB each year (retroactive to 7/1/21 and 7/1/22)
  • Senior Eng., Principal Eng., Admin Eng., ESS, ESP, LSS, LSP, LSA, RE2 one range higher (2/3 of membership)
    • For most ranges, this is 4%. Top step in ranges 12 and 15 will be adjusted to allow for full 4% increase.
  • Continue pilot program for student loan reimbursement and equity adjustments
  • Safety footwear letter in appendix that will limit reimbursement to $175
  • Connect700 proposals to be implemented
  • Juneteenth holiday added with an additional floating holiday if employed on 6/20/22 must be used by 6/30/23 (to make up for missed holiday on 6/20/22)
  • Supervisor Pay Differential is removed from contract (approx. $1000/year for specific classes/employees)
  • Not included:
    • Non-exempt OT language
    • Wage range reassignments for grads/trainees, ES, RE1
    • Answer from arbitrator on inflation question

Clarity needed on when the range adjustments will occur. Will employees get the step plus range adjustment on their anniversary? Immediate on approval? Potentially October 12 or October 15. State seems to believe this is approximately the effective date if membership votes to approve TA.

Ballot could be sent out within the next couple of weeks. State asked for end of next week to provide language proposals. This TA provides reasonable assurance backpay could be completed by the end of the calendar year.

Per phone call between Dana Wheeler via Francis Rojas (MMB): If currently on step 7 of range 11, will stay at Step 7 of range 12 (so will get the salary increase from the range adjustment immediately). If at top step, 1 year from last step will be your increase.

Board asked for Corey Mathisen/Dana Wheeler to get additional clarity from MMB on the following items:

  • Will grid movement be straight down or diagonal left?
  • Will the grid movement reset eligibility for annual step increase (i.e., if ratified in October move down, then January step anniversary move right)
  • When will top-range people move?
  • When will the grid movement occur?

Mike Kruse moves for board to move contract to membership for a vote with the recommendation membership approve contract, with stipulation that clarification must show the understood straight down movement (i.e., 09G to 10G) in the grid. Kevin Joyce seconds. Mark TI adds clarifier that if this interpretation is not correct, the board will re-vote on recommendation.

Jason Radde calls roll call, vote passes 10-0 (Sam Padelford not present, Dan Sullivan abstains, Forrest Hasty voted via proxy).

Mike Kruse moves to adjourn, Blake Nelson seconds. Motion passes. Meeting adjourned 5:39 PM.
